Albania manager talks TAP with students

There is a constant question that has been posed since the time when TAP was just a project on paper and which is still done today when the construction work in the ground is progressing rapidly.

Does Albania risk to remain without gas at a time when the initial reservation has been set?

TAP General Director for Albania Shkelqim Bozgo has answered once again this question and the way how such a large investment is protected, while also addressing the issue of transmission tariffs.

“If we have an investment of 40 billion dollars or of over 5 trillion dollars, namely TAP, of course, a certain stability is needed. Therefore, what is required is the entry of third parties, which means that anyone who has a certain amount of energy, whether gas or electricity, is not prohibited in any case to put energy into the system and to sell it to the buyers they have found. But on the other hand, in order to protect investments, there are some exceptions. Such exceptions are made for TAP, and this was done for the initial capacity of 10 billion dollars. One can rightfully ask whether there will be such an exception in the case of supplying Albania with gas. No! The decision of the regulators creates a possibility, where every extra capacity, any additional sellers and any interested buyers have the opportunity to enter the market. Also very important from the regulatory point of view is the stability of the application fees that I mentioned. Fees cannot move in an unpredictable manner, otherwise this would penalize the return of investment,” Bozgo said.

Bozgo made these statements at a meeting held at the Polytechnic University in Tirana where students were informed on the details of the pipeline project.
