Shitja e hidrocentraleve, oferta e dytë

Pas dështimit të parë, Qeveria do të tentojë sërish të shesë brenda këtij viti katër hidrocentralet ekzistuese që ju shkëputën Korporatës Elektroenergjetike Shqiptare.
Përmes një njoftimi zyrtar, Ministria e Ekonomisë ka rihapur zyrtarisht procesin, duke u bërë thirrje blerësve të interesuar që të paraqesin ofertat brenda datës dhjetë dhjetor për dy hidrocentralet e Bistricës dhe ato të Ulzës e Shkopetit. Sipas kritereve të paracaktuara me vendim të Këshillit të Ministrave, ofertuesit duhet të zotërojnë burime financiare minimalisht prej 25 milionë euro, të mos jenë në procedura falimentimi dhe të kenë eksperiencë teknike.
Dy hidrocentralet ai i Ulzës dhe Shkopetit, që kanë një kapacitet të instaluar përkatësisht 25.2 dhe 24 megavat do të privatizohen si një shoqëri e vetme. Sipas të dhënave zyrtare, kapitali i regjistruar kësaj shoqërie është 4.5 miliardë lekë, i ndarë në 4.5 milionë aksione me vlerë 1 mijë lekë secili.
Qeveria ka vendosur të shesë 100 për qind të aksioneve. E njëjta formë do të ndiqet edhe me dy hidrocentralet e Bistricës, të cilat edhe këto do të shiten si një shoqëri e vetme, me kapital të regjistruar rreth 6.2 miliardë lekë ose 62 milionë dollarë.
Edhe në këtë rast do të shiten 100 për qind të aksioneve dhe sipas qeverisë afati i fundit dorëzimit të ofertave është data dhjetë dhjetor në orën 11. Ministria e Ekonomisë tentoi t’i shesë njëherë të katra hidrocentralet, por tenderi dështoi pasi nuk u paraqit asnjë ofertë. Këtë herë Qeveria ka ndryshuar kriteret e pjesëmarrjes në tender duke shmangur fazën parakualifikuese dhe duke ulur vlerën e garancisë nga 10 milionë euro në dhjetë për qind të ofertës me shpresën se do të arrijë të mbyllë me sukses shitjen.

Hydropower plant sale, second offer
After the first failure, the Albanian government will try once again to sell the four existing hydropower plants that were detached from the Albanian Power Corporation.
The Ministry of Economy reopened the process by appealing the interested buyers to present the offers within December 10th for the two hydropower plants of Bistrica, Ulza and Shkopet. According to the criteria foreseen by the Council of Minister’s decision, the offers should own financial resources of 25 million EUR, should not be involved in bankruptcy procedures and have a technical experience.
The two hydropower plants of Ulza and Shkopet have a capacity of 25.2 and 24 MW, and they will be privatized as one single company. According to the official data, the registered capital of this company is 4.5 billion ALL, divided into 4.5 million shares with a total value of 1000 ALL each.
The government has decided to sell 100% of the shares. The same procedure will be followed with the two Bistrica hydropower plants, which will also be sold to different companies with a registered capital of 6.3 billion ALL or 62 million USD.
Even in this case, 100% of the shares will be sold and according to the government, the last deadline is December 10th at 11:00. The Ministry of Economy tried to sell all four hydropower plants, but the tender failed after no offer was presented. This time the government changed the participation criteria by avoiding the qualifying phase and by reducing the guarantee value from 10 million EUR to 10% of the offer, hoping to close the sale successfully.
