Maqedoni: Ministri Saraqini ne konferencën rajonale “Arritja e qëndrueshmërisë sociale dhe ekonomike përmes efikasitetit energjetik në nivel qendror dhe lokal” (eng also)

Ministri i ekonomisë Valon Saraqini hapi dje konferencën rajonale me temë “Arritja e qëndrueshmërisë sociale dhe ekonomike përmes efikasitetit energjetik në nivel qendror dhe lokal”, e cila u organizua nga Qendra për hulumtime dhe krijimin e politikave dhe Shkollës për politikë publike “Nëna Terezë”.
“Për efikasitetin energjetik duhet të përpiqemi të gjithë, sepse ajo është imperativ i cili kontribuon për tu arritur qëndrueshmëria sociale dhe ekonomike, jo vetëm në nivel qendror dhe në nivel lokal, por, edhe më gjerë, në nivel rajonal dhe ndërkombëtar. Efikasiteti energjetik si prioritet kryesor i sektorit publik ofron mundësi për pjesëmarrjen aktive edhe të Qeverisë së Republikës së Maqedonisë dhe të sektorit të biznesit, por edhe të mediumeve dhe të shoqërisë qytetare, ka kapacitet për të krijuar vende të reja të punës, të përmirësoj cilësinë e jetës së qytetarëve dhe të zvogëlon importin e energjisë”, deklaroi ministri Saraqini.
Qeveria e Republikës së Maqedonisë, informoi ministri, miratoi Strategjinë për përparimin e efikasitetit energjetik deri në vitin 2020, me të cilën janë definuar prioritetet e lidhura me qëllimet nacionale për siguri dhe zhvillim sikur se furnizimi me energji, zhvillimi i qëndrueshëm ekonomik dhe konkurrenca e ekonomisë.
Maqedonia është nënshkruese e Marrëveshjes për themelimin e bashkësisë energjetike me të cilën ka obligime të caktuara të cilat duhet ti plotësoj deri në vitin 2018, kur nga konsumi i përgjithshëm i energjisë 20% duhet të jetë nga burimet rinovuese të energjisë“,bëri të ditur në fjalimin e tij ministri i ekonomisë.
Saraqini deklaroi se për realizimin e këtyre qëllimeve, Plani Aksionar parasheh përforcimin e kapaciteteve institucionale, sigurimin e përkrahjes financiare për realizimin e masave të parapara përmes mjeteve grant, kredive të volitshme për kompanitë ESKO, bartjen e  tërësishme të direktivave dhe të rregullativave të BE-së në fushën efikasiteti energjetik.
Së bashku me Planin Aksionar parashihen edhe masa të veçanta sikurse që janë projektet për vendosje sociale të cilat kanë të bëjnë me izolimin e ndërtesës, dritareve, ndriçimin e ri dhe pajisjet pjesërisht efikase. Për shkak të nevojës për përkrahje plotësuese financiare, me ndihmën e USAID-it u realizua projekti për efikasitet energjetik në ndërtesa në të cilat jetojnë familjet me të ardhura të ulëta.
Përmes projektit GEF zbatohen masa konkrete për përmirësimin efikasitetin energjetik në ndërtesa publike, me çrast deri tani është përmirësuar efikasiteti energjetik në 18 shkolla dhe kopshte për fëmijë.
Marija Risteska, drejtoreshë ekzekutive e Qendrës për hulumtim dhe krijimin e politikave, theksoi se kjo konferencë  ka për qëllim të filloj diskutimin në dy tema – efikasiteti energjetik në nivel lokal dhe varfëria energjetike.
Ajo tha se efikasiteti energjetik në vend rregullohet përmes disa strategjive dhe zgjidhjeve ligjore dhe prëfshinë më shumë segmente, kursimi I energjisë përmes mënyrës së ndërtimit, përmes ndërtimit të ndihmësve elektronik të cilët kursejnë energjinë dhe sjelljes së njerëzve, përkatësisht kursimit të resurseve energjetike të cilat si tha ajo I kemi në dispozicion, por të cilat nuk janë të pashtjershme..
“Rregullativa dhe intervenimi I shtetit në këtë sferë ka për qëllim të siguroj kornizën rregullative dhe institucionale e cila do të stimulojë që në mënyrë më efikase dhe më kursyese ti shfrytëzojmë resurset energjetike”, tha Risteska.
Sipas saj, në Maqedoni rregullativa dhe dialogu publik për efikasiteti enerhgjetik në nivel lokal është e rregulluar mire dhe ka aktivitete në këtë fushë.

Minister Saraqini opened the regional conference “Achieving social and economic sustainability through energy efficiency on central and local level”
The Minister of Economy Valon Saraqini opened yesterday the regional conference “Achieving social and economic sustainability through energy efficiency on central and local level” that was organized by the Center for research and creation of policies and the School for public policy “Mother Theresa”.
“For the energy efficiency all of us should put efforts because it is imperative that contributes for the achievement of social and economic sustainability not only on central and local level but also wider in the region and on international level. The energy efficiency as top priority of the public sector gives opportunity for active participation as of the Government also of the business sector, but also of the media and the civil society, it has capacity to create new working positions, to improve the quality of the life for the citizens and to reduce the import of energy”, emphasized Minister Saraqini.
The Government of Republic of Macedonia, informed the Minister, adopted the Strategy for promotion of the energy efficiency until 2020 with which are defined the priorities connected with the national goals for safety and development such as energy supply, sustainable economic development and competitiveness of the economy.
“Macedonia is signatory of the Agreement for establishment of the energy community and with that has certain obligations to fulfill until 2018, that is, until 2020 when from the total energy consumption 20% should be from sustainable energy sources”, pointed in his address the Minister of Economy.
Saraqini stated that for the achievement of these goals the Action Plan envisages strengthening of the institutional capacities, securing financial support for realization of the envisaged measures through grants, favorable credits for ESCO companies, complete transfer of the Directives and regulative of the European Union in the area of energy efficiency.
Together with the Action Plan are envisaged special measures such as projects for social housing refer to insulation of the building, windows, new illumination and partially efficient appliances. Due to the need of additional financial support with assistance from USAID was realized the project for energy efficiency in buildings in which live families with low incomes.
Through the GEF project are implemented concrete measures for improvement of the energy efficiency in public buildings and so far is improved the energy efficiency in 18 schools and preschools.
Marija Risteska, executive director of the Center for research and policy creation emphasized that this conference has purpose to raise discussion on two topics – energy efficiency at local level and energy poverty.
She stated that the energy efficiency in the country is regulated through several strategies and legal solutions and covers more segments, energy savings through the manner of building, through construction of electronic devices that save energy and the human behavior, that is, saving of the energy resources that, as she stated, we have at our disposal but they are not unlimited.
“The complete regulative and intervention of the state in this area has purpose to secure legal and institutional frame that will stimulate us to use the energy resources more efficiently and economically”, stated Risteska.
According to her, in Macedonia the regulative and the public dialogue on the energy efficiency on local level is well regulated and there are activities in this area.
