Privatizimi i Albpetrol ka hyre tashme ne nje spirale mjaft interesante. Gjate shpalljes se ankandit kishin marre dokumentat rreth 20 kompani por ne finale vetem 6 prej tyre moren pjese ne tender. Ne keto kompani perfshihet Perendimi, Lindja, Kina e larget si dhe Dubai.
Ajo qe bie ne menjehere nga ofertat, eshte shumellojshmeria e tyre me kulmin e ofertes prej 850 milion euro. Por nga nje kontroll paraprak, shikohet lehtesisht qe pothuajse asnje nga ofertuesit i kane plotesuar te gjithe kriteret paraprake te tenderit.
Disa nga rastet jane:
– Oferta nuk i eshte permbajtur formularit te ankandit dhe eshte plotesuar me kushte
– Mungon sigurimi i ofertes
– Sigurimi i ofertes nuk i permbahet kushteve te kerkuara nga konsulenti nderkombetar
– Mungon eksperienca nderkombetare 5-vjecare ne fushen e naftes

Albpetrol privatization has entered a very interesting spiral. During the announcement of the auction, had taken the documents about 20 companies but finaly only 6 of them took part in the tender. In these companies is included the West, East, the far China and Dubai.
What immediately is obvious in the offers, is their diversity with the top offer of 850 million euro. But from a preliminary examination, it is easily seen that almost none of the bidders has completed all the preliminary criteria of the tender.
Some of the cases are:
– The offer has not respected the form of the auction and is completed with conditions
– Lack of offer guarantee
– The offer guarantee does not meet the conditions required by the international consultant
– Missing 5-year international experience in the field of oil
The Energy Portal estimates that the only solution is the beginning of negotiations with the six bidders, with the ultimate goal of maximizing the public interest. In this way, the Bid Evaluation Committee will assess the real conditions of each company offer, checking also their reliability and validity.
