Dhjetë shtete formojnë kompani për lehtësimin e tregtimit të energjisë elektrike (eng also)

Dhjetë shtete të Europës Juglindore (mes të cilave edhe Shqipëria) nënshkruan një marrëveshje e në fushën e energjetikës në bazë të së cilës do të formohet një zyrë e përbashkët për të organizuar ankande të koordinuara për blerjen e energjisë nëpërmjet linjave të transmetim ndërkufitar. Do të njihet me emrin Zyra për ankand të koordinuar e Evropës Juglindore (CEE CAO) dhe duhet të optimizojë blerjen e kapaciteve transmetuese dhe të zvogëlojë shpenzimet. Gjë që do të lehtësojë tregtinë me energji elektrike në EJL. Marrëveshja u nënshkrua në Beçiqi të Malit të Zi mes autoriteteve rregullatore të këtyre vendeve. Zyra që do ta ketë qendrën në Podgoricë duhet të nisë punën brenda një viti dhe buxheti i saj do të jetë 1.2 milionë euro. SEE-CAO është pronë e sistemit të operatorëve të elektroenergjetikës të Malit të Zi, Maqedonisë, Kroacisë, Sllovenisë, Bosnje-Hercegovinës, Rumanisë, Greqisë, Turqisë dhe Kosova. Shqipëria gjithashtu është një ndër themelueset e kësaj zyre. “Nga  kjo qendër do të organizohen ankande për blerjen e energjisë elektrike. Deri tani çdo vend ka organizuar ankande sipas nevojave të tij, ndërsa kjo qendër do të bëj të mundur që energjia elektrike të transmetohet lehtë dhe me më pak burokraci. Kjo do të garantojë furnizim efikas me energji elektrike në këto tregje ”tha Ginter Otinger, komisar për energjetikën në BE gjatë fjalimit të tij të realizuar me videokonferencë.

Ten SEE network operators establish a Coordinated Auction Office
In the presence of Mr. Vladimir Kavaric, Minister of Economy of Montenegro, and Mr. Alberto Cammarata, Acting Head of EU Delegation to Montenegro, ten South East European electricity network operators established today the South East European Coordinated Auction Office (SEE CAO) Project Team Company. The TSOs of Albania, Croatia, Bosnia and Herzegovina, FYR of Macedonia, Greece, Montenegro, Romania, Slovenia Kosovo* and Turkey signed the company agreement necessary for the registration as Limited Liability Company under Montenegrin company law. In the course of the next 12 months, the Project Team Company will prepare the establishment of the SEE CAO company.
The aim of the SEE CAO is to harmonize congestion management methods and optimize cross border capacity allocation. In his video message, Mr. Günther Oettinger, EU Commissioner for Energy, stated that “ the SEE CAO represents an instrument for integration. We all know, the greater the cross border trade, the deeper the level of market integration. Once in place, the CAO will allow power to be moved from one end of the region to the other with more ease and less bureaucracy. It will play a key role in achieving a regionally integrated electricity market and in guaranteeing a more efficient energy supply in the region.” Mr. Shkelqim Bozgo, the President of Energy Community Regulatory Board, added “today we are ten. I am convinced that the success of the SEE CAO will speak for itself. We do not intend closing the doors, but will openly welcome any TSO that is willing to support our course.” Minister Kavaric recalled that “the objective to establish a SEE CAO was born even before we signed the Energy Community Treaty. We started with a fictive dry-run in 2006, today we have established a legal entity with an office address, staff and budget. This is a true hallmark in the history of the Energy Community. Montenegro is very proud to host the SEE CAO.”
The Project Team Company will be financed by contributions from the ten shareholder TSOs and International Financing Institutions and operate with a budget of roughly 1.2 million €. Together with USAID and KfW, the European Bank for Reconstruction and Development (EBRD) stands for one of the donors of the SEE CAO Project Team Company. “The International Financing Institutions’ contributions back up the project’s financing”, Mr. Ian Brown, from EBRD noted, ”but a clear commitment from the side of the involved network operators was the precondition for our support. We are delighted seeing Energy Community stakeholders proofing their readiness to cooperate”. Within the next 12 months, the experts of the Project Team Company will prepare the necessary legal, financial and technical framework for the start up of the SEE CAO. This includes, among others, the development of capacity allocation rules, auction revenue allocation procedures and tendering of the capacity auction IT. Located in Podgorica, the Project Team Company will be set up with a staff of 6 persons. The team will be lead by an Executive Director who will report to the company’s Board of Directors.
On 12 June, Mr. Aleksandar Mijuskovic, from CGES Montenegro, was appointed as the Executive Director of the SEE CAO Project Team Company. “I am honored by the confidence expressed by the Project Team Company shareholder’s”, the newly appointed Executive Director stated and underlined the significance of the signing act on the regional integration: “This is the first real regional project in South East Europe, and it sets a strong signal on the region’s ability to work together for a common benefit”, Mr Mijuskovic stressed. Similarly, Mr Slavtcho Neykov, Director of the Energy Community Secretariat, expressed his appreciation for the efforts the ten shareholders had undertaken for developing a regional solution on capacity allocation and congestion management: “It is exactly this team spirit that we need to demonstrate in order to enforce regional integration and to boost the investors’ confidence in the region.
